Medical Care Advisory Committee
Federal law requires states have a Medical Care Advisory Committee (MCAC) to advise about health and medical care services that may be covered by their local Medicaid programs. In North Carolina, the MCAC advises the state about issues such as revisions to existing policies, policy development and methods of assessing the quality of care for NC Medicaid.

Membership
MCAC is composed of members from all 13 Congressional Districts and seven additional at-large members approved by the Governor. According to NCGS. 143B-10, MCAC cannot have more than 20 members. Members are appointed on a rotating basis for three-year periods and cannot serve more than three consecutive terms. Members can be removed from the Committee due to absence without just cause from two consecutive meetings, and by providing notification of resignation.

Subcommittee Meetings
MCAC Subcommittees meetings to address Medicaid Transformation are scheduled. Subcommittees addressing Credentialing, Network Adequacy, Beneficiary Engagement and Managed Care Quality began in March 2018. The Behavioral Health/IDD and Provider Engagement subcommittees are not currently scheduled. All meetings are open to the public and are accessible via conference calls or Webex. Some meetings have limited in-person capacity.

Meeting Information
MCAC meetings are held quarterly, in person, for up to three hours in Raleigh. Meetings are normally scheduled on the third Friday of the month. Interim teleconference meetings are scheduled as needed. Members are reimbursed for travel and lodging expenses.
Meetings are open to the public.
